State programs for the overhaul of an apartment building

It is quite clear that roof repairs at all times cost a lot of money. Therefore, a natural question arises before the residents of an apartment building: who should repair the roof?
We hasten to assure you that in many cities of Russia there are programs for the overhaul of an apartment building at the expense of the Housing and Communal Services Fund.
Within the framework of this Program, financial support is provided to managing organizations and homeowners associations that manage a home. Moreover, financial assistance can even be 95% of the total cost of major repairs.
Important to know: In order for your home to be included in the Overhaul Program, the owners need to decide that the house (or, for example, the roof) needs a major overhaul.
And also, an estimate for the repair of the roof for its overhaul should be drawn up and approved, and a decision was made that all co-owners do not refuse to participate in this program.
After that, the managing organization of the association of co-owners of housing must submit an application to the local government for the inclusion of the house in the Program.
The Capital Improvement Program covers certain types of work. This list also includes roof repairs, including partial replacement of some individual elements (trusses, truss system, floor slabs).
The list of repairs includes:
- fire-fighting and antiseptic treatment of all wooden structures;
- roofing replacement;
- restoration of temperature and humidity conditions in attic rooms;
- replacement of internal and external drainage.

It should be noted that those apartment buildings, the degree of wear of which is above 70%, are not subject to major repairs. Such houses are classified as emergency, they are subject to either demolition or reconstruction.
Typically, the federal city budget allocates 95% of the total cost of a roof overhaul. 5% of the total funds spent on roof repair must be paid by: homeowners' associations, housing construction or housing cooperatives, as well as owners of all premises in apartment buildings.
In order to receive such a subsidy under the state program, you must provide the following list of documents:
- application for a grant;
- constituent documents of a legal entity for the management of an apartment building;
- certificate of state registration of this legal entity;
- an extract of bank details from the applicant's account;
- minutes of the meeting of owners of an apartment building on the choice of a management company and the list of services and works for the repair and maintenance of housing, the amount of their financing;
- a copy of the agreement on the management of the apartment building;
- project and estimate for the overhaul of the roof;
- minutes of the general meeting of owners of an apartment building that a decision was made to carry out repairs, an estimate was approved, the cost of work was determined, the procedure for contributing funds by apartment owners was considered, and authorized representatives were appointed to sign the act of acceptance of work performed. Such a decision is legal only if 2/3 of the homeowners voted for it;
- register of homeowners;
- roof repair contract.
Important to know: all copies of documents must be certified by the head of the managing organization.

All of the above documents must be submitted to the committee of housing and communal services of the city. The decision to grant a subsidy for major repairs must be made within 10 working days.
The basis for obtaining a state subsidy is the Federal Law of the Russian Federation of July 21, 2007 No. No. 185-FZ “On the Housing and Utilities Reform Assistance Fund”, as well as Federal Law No. 323-FZ of December 30, 2008.
A sample roof repair agreement is available in every housing department. However, in the event that your house does not meet all the criteria specified in Article 14 of the Federal Law of the Russian Federation, then the subsidy will not be provided. One of the criteria of this law is the absence of debts for all co-owners of an apartment building.
How to apply to the housing department
If a roof leak or other defects that require prompt repair are detected, the co-owners of apartment buildings should contact the housing department servicing the house as soon as possible.
Moreover, no one will most likely consider an oral appeal. Only in the event that you make a written application for roof repair, the management will begin to consider it.
Instructions for filling out the application:
- The header of the application must contain the last name, first name, patronymic of the head of the housing department and your data, including the last name, first name, patronymic and address of residence.
- In the text of the application, indicate the actual state of affairs: when, and in which part of the apartment the leak occurred. Describe in as much detail as possible where the water came from (from the ceiling or walls), and also indicate the material damage that was caused to your apartment.
- The final part of the application should contain the following words: Please repair roof above my apartment.
- At the end of the application, put the date of circulation and your signature (legible).
Important: the application must be written in two copies: one for the housing department, the second for yourself. Moreover, your application must be reserved, that is, your copy must contain the number, date of acceptance of the application, the signature of an official confirming your written application to the housing department.

After the housing department employees have received your application in writing, they are required to contact a contractor that specializes in carrying out repairs of this type. The company's specialist will assess the scope of the necessary work and draw up a defective sheet for roof repairs.
In the event that for some reason your house is not eligible for state subsidies (we talked about it above), then the total cost of repairs must be divided by all residents of the house.
A word of advice: you need to divide the total amount necessary for repairs in proportion to the area of \u200b\u200bthe apartment. Sometimes they make a mistake and divide the total amount by the number of residents in each apartment. This is fundamentally wrong.
Only after the entire amount indicated in the defective statement is paid in full, the roof of the 9-storey building will be repaired as soon as possible.
Although many housing departments take advantage of the fact that the Federal Law of the Russian Federation does not establish a specific time frame for repairs, you can motivate by the fact that paragraph B of Article 40 of the "Rules for the maintenance of common property in an apartment building" states that the employees of the housing department are obliged to respond to and rectify emergencies.
Believe me, it depends only on your activity and assertiveness how quickly the housing department workers will take some action to eliminate defects or repair the roof of your house.
Having achieved certain results in the housing department, do not stop there. Find out which contractor will carry out the repair work and ask for a roof repair contract.
