A fire safety declaration is a document that proves compliance with all fire safety standards for a building or facility. The document is drawn up by the owner of the facility, in accordance with the decree of the Ministry of Emergency Situations number 123, without it, a new building cannot receive an operating permit.

The list of objects requiring a fire safety declaration
The Decree of the Ministry of Emergency Situations determined the range of objects, during the construction of which it is necessary to issue a declaration. These objects include:
- ancillary buildings;
- boreholes;
- private garages;
- non-capital buildings;
- private houses for one family one, two and three floors;
- block houses for several families with a single territory;
- capital buildings one and two storey.
A declaration for permanent buildings is required regardless of the use. It is issued for both residential and industrial buildings that do not belong to the category of unique or dangerous.
Attention: during the construction by one owner of several objects on the same or on different sites, one declaration or several separate declarations can be issued for each structure.
What is the declaration for and what is displayed in it
The introduction of declarations for construction objects was necessary in order to optimize the work of the department for control over the fire safety of buildings, as well as for more efficient inspections.
The document is drawn up by the owner himself, in accordance with the requirements specified in Resolution 123 of the Ministry of Emergencies. It reflects the assessment of the work carried out to ensure fire safety. The assessment also takes into account the social risks of fires.
What sanctions are possible for the owner in case of refusal to issue a declaration
The operation of the building without a declaration is prohibited. If a violation is detected, the owner is brought to administrative responsibility in the form of fines. Individuals using buildings in the absence of a declaration must pay a fine of 1.5 thousand rubles, individual entrepreneurs 15 thousand rubles, the maximum fine for legal entities is 200 thousand rubles.
When submitting incorrect initial data or when they are deliberately distorted, the amount of the fine for individuals is 300 rubles, for legal entities - 5 thousand rubles, for individual entrepreneurs - 500 rubles. After payment, it is necessary to eliminate the errors in the declaration, or the inspector will again impose a fine upon re-checking.
